Europe experienced widespread relief on Monday, as the crisis sparked by the announcement of a new comprehensive peace framework for resolving the conflict appeared – briefly – to have been defused. A senior US official spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, Moscow made its retaliation: another massive barrage of missile and drone strikes on Kyiv.
The Pattern of Diplomacy and Destruction
The sequence of opposing developments captured the grim essence of the current period. By day, political struggles are fought: positive announcements are issued from multiple capitals. Significant resources is devoted on restraining certain initiatives. By night, Russian leadership brutally reminds the world that, for them, conflict continues to be the main instrument for achieving "settlement".
Nighttime Reality
As Russia's attack progressed into the early hours of Tuesday, the current condition of Ukraine's defenselessness was exposed. Ukraine is able to track rocket firings from Russian territory, a capacity afforded by current data. From vantage locations, military aircraft that had been scrambled to intercept incoming aerial threats streaked across the sky – advanced fighter aircraft delivered to Ukraine by European allies.
Moments later, Kyiv's missile defense engaged: several firings targeted at a incoming threat. This was a modern interception technology at work, probably delivered by allied countries. Every launch shakes the surroundings, rattling buildings. The instant of fear quickly transforms into grim resignation: maybe the hostile projectile won't cause damage this time, sparing the city from catastrophe and further power outages.
Ongoing Risks
Following this, a large-caliber weapon engaged a unmanned aircraft close by, part of a defensive team – most likely allied-provided weaponry. Sadly, the bullets missed the opposing UAV – it pressed on overhead toward its objective.
With pauses, this continued until dawn. Kyiv greeted the daybreak reports: seven people killed, devastation and infrastructure problems in numerous residences as a result of the evening attack. As always, everyone still maintained normal activities – living the war. But those 24 hours illustrated Ukraine's vital need on Western support – a reliance that neighboring countries are demonstrably unable to replace in the near term.
Ineffective Peace Efforts
The comprehensive proposal from US administration sparked intense emotion, debate and profound anxiety – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and international summits.
Every new approach from American administration adheres to the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, manages to fend off. They contain the crisis but never actually win the battle. This trend will, undoubtedly, continue.
Strategic Calculations
It is easy to blame certain parties of consistently pushing Russian terms. But that does not seem to be the complete picture. US administration functions according to a assumption familiar among experienced diplomats: you cannot secure via talks what you have lost on the battlefield. The US administration assumes that it is impossible to force Russia to abandon the territory that it already controls in Ukraine's south or east.
The challenge is that while recognising this factual reality, Washington does little to discourage Russia, through statements or actions, from thinking that the current condition will not shift further in its advantage in the months ahead.
Conflicting Perspectives
Therefore, the Kremlin is certain that time is on his side – that Ukraine and its allies are nearing depletion. Their reason to agree to terms that does not give them the largest achievable advantage is close to zero. There may be numerous efforts to achieve ceasefire, but they will carry on as long as Russia's leader remains highly assured in the result.
On the contrary, Ukraine's government believes that Ukraine can still endure, progressively conceding people and territory but avoiding a complete military breakdown until circumstances change in its advantage.
Present Conditions
Objectively, there are no actual prerequisites for a truce. Now, individual motivations are entering the equation: political desires to mediate resolution and obtain worldwide acknowledgment, and Ukrainian leadership's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the country's interests against any proposal Kyiv finds unacceptable, so that their attention does not shift toward domestic problems. And although their task will now be considerably more difficult after current events, it remains very improbable that this will change their overall approach.
These conflicting dynamics are driving the talks.
Assessment and Future
It took a only one week to kill the proposed articles of the latest plan. Assertive and inconsistent approach of the matter by Washington, resistance by Ukraine and the other European countries, along with soothing efforts of diplomats, and finally, latest revelations, all served their function.
While new plans based on established approaches are imminent, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are based on Russian demands and show specific hesitation to change the course of events, if they maintain solidarity and improve their protective measures at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the predictable period, largely rely on sustained allied backing.
